A short history of regulation: why it matters for your money

Romania's online gambling market wasn't always orderly: until the mid-2010s, Romanian players used offshore sites with zero local protection. The current architecture — Class I licenses for operators, Class II for suppliers, a blacklist of blocked domains and a public registry — turned Romania into one of the EU's seriously regulated markets.

ONJN's establishment unified supervision. Online licensing brought major operators to pay local taxes and answer locally. The blacklist — ISP-level blocking of unlicensed domains — gradually shifted volume to the legal market. Responsible gambling duties became license conditions, not PR options. What it means for you

At a licensed operator: tax withheld at source, mandatory limit tools, a local complaints authority, and minor-access bans. At an unlicensed one: none of that, plus the illegality of the play itself. That's why the first criterion in our methodology is eliminatory, not weighted.
